Operation Vertex — UAS-incursion exposure assessment over a logistics facility
EU logistics operator with multitenant campus and high-unit-value goods. After a documented regional UAS incursion on a comparable facility, independent eight-layer assessment (OSINT + perimeter observation + regulatory analysis + threat-type modelling). Seven viable aerial vectors for C1/C2/C3-class UAS and six material findings: blind detection below visual line-of-sight, 14–22 min reaction time vs 3–8 min hostile operational window, five vectors uncovered, no formal AESA escalation protocol and no counter-UAS training. Aggregate risk high. Recommendation: multimodal detection, documented protocol and law-enforcement liaison — no autonomous active mitigation given the regulatory frame (RD 1180/2018).
Context
- ·Multitenant industrial campus handling consumer electronics, pharma and high-rotation retail.
- ·Trigger: documented regional incident with media coverage; origin and intent without public conclusion.
- ·Constraint: pure OSINT and external perimeter observation; no access to internal systems or physical simulation.
Methodology
- ·01 Perimeter and topography · concealment enabling below-LoS approach.
- ·02 C0–C4 aerial vectors (EU Reg. 2019/947) by orientation, endurance and concealment.
- ·03 Current detection capability (visual, RF, acoustic, radar) and human coverage.
- ·04 Response-protocol chronometry vs hostile operational window.
- ·05 Regulatory frame (EU 2019/947, RD 1036/2017, RD 1180/2018, INASN 2025).
- ·06 Passive measures · geofence · U-space; 07 threat typology (recreational, criminal, activist, state-sponsored); 08 prioritised mitigation with regulatory fit.
Findings
Operational impact
- ·Documented gap between real exposure and defensive capability over a rising threat profile (INASN 2025).
- ·Prioritised, regulation-fit roadmap: multimodal detection, escalation protocol, training and law-enforcement liaison.
- ·Avoids investment in active measures restricted by law or with marginal effectiveness without coordination.
